The Merit-Based Incentive Payment System (MIPS) is a new payment mechanism that will provide annual updates to clinicians starting in 2019 and is based on performance in four categories: Quality, Promoting Interoperability, Improvement Activities, and Cost. In addition, MIPS represents the streamlined consolidation of previously implemented value-based care programs like Medicare Electronic Health Records (EHR) Incentive Program for Eligible Clinicians, Physician Quality Reporting System (PQRS), and the Value-Based Payment Modifier (VBM).
